Russian Consulate in New York USA

You can apply for a Russian visa directly at the US consulate in New York if you live in one of the following 9 US states: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont. In order to do that you need to get the Russian visa support documents and then fill out the visa application form on the Russian Ministry of Foreign Affairs (MID) website.

Once this is done, you can come to the consulate without an appointment from Monday to Friday (except Wednesday) from 9.00 to 12.45 along with your passport, passport photos and travel insurance and apply for the visa. The consulate will charge the consular fee of $160 and normally your visa will be ready within 7 to 14 days.

Note, that there's a special agreement between Russia and USA that enables you to get a 3-year visa with a simple tourist invitation (your chances are higher if you have traveled to Russia before). In this case, you can get a standard invitation and then specify a 3-year period in the application form when you apply for the visa.
