Can I apply for a 3 year visa from Costa Rica (I'm a US Citizen)?

I'd like to visit in early may, and will be in Costa Rica until the end of April, so I'd like to apply from here. I'm also curious if I can pay the consular fee in cash?

yes, it is possible.you need to make an appointment https://visa.kdmid.ru/PetitionChoice.aspx and come with all the documents including visa support letter to the nearest visa center. The payment could be only made in cash.
