NYC Visa Center or Consulate?

For a standard USA 3 year visa, What is the difference between applying at the Consulate General of New york vs the New york Visa Center? I am in NYC and could go to either, does one require a larger fee or larger wait?

I don't think the wait is different, so I'd say if you know the visa rules and absolutely want to get the 3-year visa go to the consulate directly, so you make sure you get what you need.
