Is there a website where I could find apartments in the city of Tomsk? These can be student residencies. What would be the general cost of utilities (Water, electricity, internet etc.)

If you need short-term apartments, you can book them on http://www.airbnb.com/c/dparanyushkin?s=8 – they have a lot of nice options there, not too expensive. You can also contact the hosts directly and ask them if they can rent it long-term.

For long-term you can try https://www.avito.ru/tomsk/kvartiry/sdam (it's in Russian but you could feed it through Google translate). The apartment should cost about 300 EUR per month and the utilities cost is another 50 EUR or so.
