Do I apply for Visa support within 6 months before the date of entry into the Russian Federation?

I understand that I cannot request for Visa support more than 6 months into the date of travel.That's fine. What about registration? I plan to be in Kazan in March 2016. The new rule states within 7 business days, but I am planning to go there between 10th and 16th March 2016. I can visit and not register within the period of five days of my stay?Or must I register regardless? If so , how much fee does the Post Office charge?  I am from Australia. Would there be any problem as I plan to submit my application to Canberra.  I also wish to stay with relatives rather than hotels for the entire period of my stay.
