I am trying to call a friend in russia from america. I get a message saying "sorry the mobile number is temporary blocked"... Does this mean that he is blocking me from calling? I tried researching it on my own, but I couldn't find much on it(
The calling code is 963, Im not sure what service that or even if the service matters for the type of response Im getting...

Normally when it runs out of money I get a message saying, that the phone is switched off or out of coverage range!  |

It's kinda weird logic you're speaking.
When it's out of the coverage it says it's out of the coverage (i.e. in subway). When it's blocked - it's just blocked, out of money or plan cancelled. That robo lady doesn't cheat. Be sure, I had the same many times. |

Im not trying to sound rude...
Maybe this number is different, but when I call it and it is either out of money or out of coverage then I get a message saying the phone is switched off or out of coverage range.... But I am not getting that message this time, It says that the number I am trying to reach is blocked...
My question- Did this person block me, or is this an issue with his phone and/or service? |
