Hello, I'm trying to organise a trip to Siberia with a friend who is a Mainland Chinese citizen. In the Shanghai's Russian Consulate website, they mentioned that a "Foreign Tourist Tour Confirmation issued by inbound Russian travel agency (original form & its photocopy)" is required to obtain a Russian Visa. What is that exactly and do I really need it if we are not traveling with a tour group? I didn't see that requirement in the Canadian Consulate website (it's optional for a tour group travel).
Also, does the Russian Consulate in Shanghai really requires an original form of the Tourist invitation?
