US Multi-entry Visa questions - group/individual?

Hi,

Thanks for the information in the forum, it has been quite helpful so far! My apologies if these were already addressed, but I could not seem to find it...

1) I am going to Russia with a friend for (2) entries. We are on the same flight into and out-of Russia for the first entry, and we have the same itinerary. For the second entry, we will be arriving and departing on different dates. In this case, should I apply for a group invitation letter for (2) people or individual letters?

2) I live in California, but have heard of woes with the San Francisco consulate. Am I able to apply to the Seattle consulate instead, or will they reject my application?

I believe you must apply to the San Fransisco consulate, and you should do individual invitations. I did use a single cover letter for my wife and myself this summer, even though she arrived several days after I did. We had separate invitations.
