I know the former Polytechnic University, currently known as St Petersburg State Polytechnic University offers this kind of program (and many other programs in the power/electrical fields and other technical fields). I actually studied this subject in this university for a couple of years many years ago. Here is their web site (does not haveall of the information, unfortunately):

There are several other universities in St Petersburg that offer this kind of program, but Polytechnic is one of the best (if not the best) in this field. |
