I live in Seoul and I can tell you Seoul to Vladivostok is currently very, very, expensive. Infact probably more expensive than Seoul to Moscow. Prices have easily gone up by 50% over the past year.
Any travel agent should be able to sell you a ticket for Seoul to Vladivostok on Korean Air. Price for the 1.5 hour flight will be about $750 return - if not more. There are only 3 flights a week and they are usually booked out weeks in advance.
Last summer, all direct flights from Seoul to Vladivostok were booked out for 3 months in advance and Korean Air were charging $1,600 (US) for a ticket on the 1.5 hour flight, such was the high demand.
You may try www.koreanair.co.kr if you want to try your luck booking online.
Vladivostok Air (who also fly ICN-VVO) are a little cheaper, but not that much. Tickets for this airline can be bought in Korea, but probably not from the USA.
Asiana could also sell you ticket from the USA, if you wanted to go to Sakhalinsk or Khabarovsk from Seoul.
Vladivostok Air also fly to VVO out of Hakodate, Aomori and Niigata in Japan. |

I've had the same issues you're having. Since I'm flying from San Francisco I've found a flight from SF, to LA, connecting in Seoul to VVO for $1056 on travelocity and orbitz if I leave on a Thursday night. It flies from LAX at just after midnight.
Best deal I've been able to find. It's via Korean Air.
*note I'm looking in august. |

You can email Vladivostok direct which is what I will do. It did take
days for them to answer me, however now I have someone who is proficient in English. thanks to all who responded to my message.
