I was looking this phrase up because I could only remember the reply, and because our Russian teacher in college wouldn't tell us the literal meaning. She told us that the phrase is good luck for something that is likely to fail (like for an exam, like you said, but probably one you didn't study for). For the reply, she told us that this should be the ONLY instance you ever use it, because it is a very serious insult when not replying to something that jokingly. She hinted that it would be akin to randomly saying "Go **** yourself!" to someone you don't know very well, but with the good luck phrase you could say it to a teacher, or they would say it to you, and it would be no big deal.
I went and found something someone else had to say about it, and the literal meaning. They make it sound less harsh, although out of context it could still be considered mean.

When someone says "Ни пуха, ни пера!" ("ni pUha, ni perA" - literally, "(wishing you) neither fuzz(/fluff) nor feathers"), which means "good luck!", one is expected to reply "к черту!" ("K chYOrtu!", literally, "to the devil"), which means "(Go) to hell!". Responding with "thanks" may apparently jinx the whole undertaking, so only "к черту" is a valid reply. |
