I do have your guide book, but it's not helping. I found a site that directed me to the Consulate General of Russia in San Francisco to apply for my Visa (I live in Colorado), and their web site says:<br /> <br /> &quot;Effective May 2, 2012 all visa applicants have to contact the Russian Visa Center (ILS).&quot;<br /> <br /> It says they charge an extra $33 service fee, but the ILS web site shows a service fee of $103.<br /> <br /> Can I NOT send my application directly to the SF Consulate General?
