What is the best way and cheapest way to get to St Petersburg from Talinn, Is there a visa-free way by boat or train or guided tour that saves the visa cost which I understand is 200 dollars US?

About $200 is correct, if you use the help of a good private visa company. The most you would save by not using such a company would be about $70.

You can visit Skt. Peterburg without a visa, if:

1. you reach the city by a cruise ship
2. the ship stays not more than 72 hours
3. you sleep aboard the ship
4. you go ashore only as part of your cruise's tour group

Such cruises are pretty popular; I expect it won't be difficult for you to find one. The price may not be cheap, but if you are not on a ship, and must get rooms in town for a few nights, this is not cheap either!
