Thank you, wavetossed. That was a monologue that wouldn't be out of place in a textbook. But you'll have to forgive me if I don't believe things here work in such a straightforward manner.

Did I not see Putin on television within a few hours of the start of the blackout uttering the immortal line, "It's all Chubais' fault" and calling for action? I guess that "complex system of checks and balances" doesn't prohibit the President from publically exerting undue pressure on the judiciary. At the very least, this is what he did.

By the by, I haven't seen any such theory floated in the western/English-language media. It was actually a Russian journalist who works for a Russian-language media outlet that suggested the possibility to me.
