| Norilsk has been closed to foreigners some years ago. I'm just wondering if there is any chance to get permission to visit the city without having friends there... thx in advance |

This is in Feb of this year, was watching a local show (I was in Krasnoyarsk) that detailed the fact about Norilsk's decision to close itself off again and the foreigners (Ex FSU that is) who rushed there in the early 90's are trapped and cannot leave. They went there "illegally" and without the special permit they won't be let back in.
