If I decide not to stay at a Hotel that can stamp the invatation and decide to stay at an Apartment or a Hotel that is not approved to stamp, were do I get it done in Moscow and how long does the registration of the invataion take.
I heard a few years ago that you could cue all day waiting for the Dept to do it ?

You can then do it in the registration office of the company that issued your visa support. It takes a few days and usually costs about $20 US. Not every visa company provides this service (although they must, by law), so check it before. If you order the invitation through this site, you will be able to register your visa in Moscow, St. Petersburg and 20 other Russian cities.
