Is there any exception to the rule that Russian names ending in "a" or "ya" are always feminine? For example, somebody told me that the name Yuliya could belong to either a male or a female.

Not as far as I know of... unless the names are of foreign origin.

Nicknames are an exception and are often feminine regardless the gender of the person. Boris--Borya, Yuri--Yura, Danil--Danila etc.

It's possible if they're shortened, like Alexander = Sasha, Boris = Borya, etc.
