There are no problems if you have a valid Russian visa.

Is it possible to get a Russian visa from Kiev because here in Toronto, Canada, they are asking for $200 CDN Shocked

Why not do it direct with the Consulute Office in Toronto, the fee is $75 CND with 14 day service.
