The cost of living for expatriates in the Russian capital is nearly 35 percent higher than in New York, which served as the base city for the survey released Monday.
I have to admit, having stayed in both Moscow and NY I was rather surprised when I had first read this. I personally found NY to be much more expensive- But on thinking about it I believe the keyword here is expatriots. I think this article explains it a little better-

yes and most people here over looked the fact that it is considering expats. Everything is relative too...and depends on why people choose to live where they do. If you are a ex pat and the firm is paying your expenses then that makes it easier to accept the prices...There would probably be more protest if the individual had to pay |
