Hi...
I am in the U.S. and trying to call a friend in Russia. She lives in Saratov and the cell # she provided me is 7-917-xxx-xxxx. I know 917 is not the city code for Saratov, but being a mobile phone, assume it doesn't matter. I have tried calling many ways including from a land line, international phone card from my cell, yahoo PC-2-phone, and the webphone service i found on this site. Evert single time i call, I get the russian operator recording that says "The subscriber is not available. Please call back later." During our IM sessions, she assures me the phone number is right, her phone is on, and has service.
So, my question to anyone who has experience calling a russian mobile phone...Are there any special dialing numbers i need to use? Or is it possible for her service provider to block her phone from recieving intl or unrecognized numbers?

I already called a Russian mobile phone (Novosibirsk) and it works.
The format of the phone number you gave seems to be ok.
Did you try to send her a sms instead of giving her a call ? |

If the recording you are getting is in Russian then the problem is there, at the destination.
Get your friend to contact her provider and sort it out. Untill recently all incoming international calls to mobiles, were chargeable at the receivers end as well as the callers. It may be that there is a block on her phone that she needs to request be removed. |

Yes, the recording is in Russian...so I know i'm at least reaching the right country.
So, she should not be charged for receiving international calls? I'll ask her to contact her provider next time we chat coz right now I am feeling like
