I read at www.waytorussia.net/RussianVisa/Registration.html that when you don't register your visa within 3 days (72 hours) 195-FZ Article 18.3 states that in case of such infringement a fine up to 1000 R ($30 US) may be imposed.

This is not true, in fact they can impose 2000 to 5000 Rubles for the traveller to Russia who did not register within 72 hours:
www.consultant.ru/popular/koap/13_19.html states under Статья 18.8 (article 18.8 ), section 1:
"влечет наложение административного штрафа в размере от двух тысяч до пяти тысяч рублей с административным выдворением за пределы Российской Федерации или без такового."

Also if someone invites you, he or she takes responsibility. So if you are registered after 72 hours, this person has to pay too according to Статья 18.9 (article 18.9), section 4:
"Неисполнение принимающей стороной обязанностей в связи с осуществлением миграционного учета -
влечет наложение административного штрафа на граждан в размере от двух тысяч до четырех тысяч рублей[...]."
So 2000 to 4000 Rubles.

So, in total it can be a minimum of 4000 Rubles (120 dollars) and a maximum of 9000 Rubles (210 dollars).

Please correct this information when possible (me and my girlfriend got fined for this by the local migration office for the sum of 4000 Rubles).
