I am spending the spring semester in Petersburg, so I'll be there from January to May. If there is anyone who is familiar with fashion in Russia for young women, please give me your insight on these questions.

I'm obviously expecting it to be cold and snowy. Are boots the norm? With heels or without?

Once it get's a bit warmer, do girls wear the rubber rain boots (wellies) in wet weather? Or would more fashionable leather boots be more appropriate?

Is cold weather clothing more technical or more fashionable (for example, the difference between a north face fleece or a cute wool coat)?

Is there anything that many americans wear that would be seen as unfashionable in Russia? Or do you have any more tips on how to look cute and stay warm?

Spasiba!

And ice as well that no one clean. Methinks no heels is ok.

The former, i.e. rubber hunter boots? I doubt. Peasant style (brown/darkgreen) or downright weird (pink, etc)
