Starting from August 2014 you can only apply for the Russian visa at the Invisa Logistics Services Canada Ltd, not at the Russian consulate itself. In order to apply you'll need to get Russian visa support and after you get it, fill out the online visa application form on the Russian Ministry of Foreign Affairs (MID) website. After that is done, you need to make an appoint at the Invisa Logistics Services (ILS Canada) and bring all the above documents, as well as your passport, 3 passport photos, and travel insurance to their office for visa processing to start.
