You will need to visit a Russian consulate if you want to get a Russian visa. Normally you will need to get visa support documents first. Once you have them, you can fill out the online application form on the Russian Ministry of Foreign Affairs (MID) website, print it out, and then bring it along with the other documents (usually an invitation or visa support, your passport, photos, and - in some cases - insurance) to the consulate. If you're applying in UK, you'll need to bring your documents not to the Russian consulate, but to the Russian visa application center in London or Edinburg.
