Letter of invitation for Russia tourist visa for an American citizen and a Taiwan citizen - living in Taiwan

My friends are a married couple who manage a non profit in Taiwan. one is American and the other is Taiwanese. Both wish to travel to Russia as tourists and require the letter of invitation.
please let me now if you can help with obtaining it

Hello! We are hotel in Saint-Petersburg, if your friends wanna going there im ask how much cost this invitation, and we send this invitation frow our hotel, but they are need stay at our hotel - only that way we can send invintation.
