I'm German, living in Spain- Can I apply for my visa here?

Hi everyone!
I've heard that I can only apply in the country that considers me as a permanent resident. I'm living in Spain and I have a NIE (Numero de identification de extranjero- Foreigner's identification number) which means I'm registered as a foreigner living in Spain. But is this enough to apply for a visa here or will I have to go back to Germany to apply?

Yes, that's right, For a tourist visa you have to apply for your visa in "Central de Visados Rusos" (the offical company outsourced by the Russian Conslate in Spain). They have offices in Madrid and Barcelona but you can apply by mail. More info: http://centraldevisadosrusos.com/
