I am based in Australia & trying to call a mobile number in Kalach-na-Donu. 1st, is 937 the correct code for that area?

2nd, does the prefix 083 (followed by 4 more #s) sound right for this area? Thirdly, is it possible for me to get through or does this mobile phone have to be connected to 'international' calling?
The number I have and the way I have dialled it is:

7 937 083 xx xx

the first few times I hung up immediately after hearing an Russian, then English language message saying: "You have the wrong number"
The next time I rang, the message (Russian/English) was: "You do not have enough money in your account to make this call"
I was delayed in hanging up and then the phone started to ring. It rang for some time, 5-6 cycles, then cut off.
The next time I tried, I received the first message over and over.
Then when I tried, the first message followed by the second message, then ringing, a couple of cycles only then cut off.
Is this normal??

the number you have is most probably a mobile phone number. So you need to dial +7 or 007 which is the russian code. local Kalach-Na-Donu code is 007 84472.
