Can I send my application to a consulate or an embassy outside of the United States and then pick it up there?

I want to go to Russia on July 25th, but I leave the United States to travel to other European countries starting on June 4th. If I could send my application to a destination in Europe I'm already planning to go to and I could pick up the visa there, I wouldn't have to rush to get my visa before June 4th.
