private visa help. invite not showing on consulate data base

Question

I have a private Visa invitation, I went to Mumbai consulate with all correct documents. I was informed that they could not issue the visa because the federal migration have not put onto database, I asked my girlfriend to follow up, she was told that has been put on database or could not issue invitation......now I am very confused.....how to follow this up....I have original documents, but someone has not completed the admin work....has anyone had to deal with such instance....maybe some advise on how to get around this issue.
