Is it true that a multiple entry visa is only available for people who have been issued a Russian visa before?

Hi,

I'm entering and leaving Russia twice, by train, in a period of 4 or 5 months, so I can't use a double-entry business visa for 3 months... And if I'm correct a double-entry business visa for 6 months does not exist... So my only option seems to be a multiple-entry business visa for 6 or 12 months. But now I read that this is only available for people who have been issued a Russian visa before... Is this correct? And if so, is there any way around this? Is there a solution for my problem?
