Russian Visas From Manila?

Hi guys - This is my first post.

So!
As many people know the Philippines is one of the most corrupt places in the world.
I am applying for a 3-year tourist visa for Russia via the Russian Consulate in Manila, Philippines.

I took a loooooooong trip last week and was turned away because they said that this specified day is only for Russian citizens.
Which was completely the Opposite of what it said on the Embassy/Consulate website.
And there is no good contact number available anywhere for them, so a person is just forced to come to Manila from whatever province they are living in (through hellacious traffic - worst in the world), and cross their fingers.

So I was turned away, but before I left, the front desk guy told me that they "don't issue 3 year visas."
I assured him I'm a US citizen & yes US citizens can get that kind of visa.
He was Filipino & I think he only cares about the rules applying to fellow Filipinos, he was basically just trying to discourage me in any way he could, and obviously didn't even know what he was talking about.

So I have to take that looooooong trip from the province again this coming week to Manila (to the Russian Consulate) and hoping I can get the 3-year tourist visa that I require.
And yes I have followed all the instructions from this website (and from other sites) very carefully.
I got all my ducks in a row, dotted my I's, crossed my T's.

My question, if you can please fill me in...

Has anyone had any experience getting Russian visas from Manila? Did you have many problems? And for any kind of shorter visa I don't think you would have a problem. But for the 3-year visa that American citizens ARE QUALIFIED for.... I don't think believe they come across many of these applications in Manila.
Going into this I have a bad feeling, with the level of corruption & Constant shakedowns of white foreigners here, I think they are going to really hassle me.
Or just turn me away - to make me go back to the province yet again, redo my application and get a short month-long visa, which is just not long enough for me.

Any feedback is much appreciated, thank you.

Clarifying questions regarding 3-year visa application for American outside the USA

Dear Way to Russia,

I get extremely conflicting information on the topic and wanted to clear things up:

1. Can I just submit one trip as per the invitation letter and get a 36month visa? I am not sure of all the trips I'll do in the next 3 years
2. My passport is valid for 3 years and 4 months. Since the validity of the passport needs to be beyond 6-months after the date of the visa validity, does this mean I'll be denied, or that they will issue a visa for 34 months (ensuring the passport is valid 6 months beyond the validity date)?
3. What are the entry-exit terms? I have heard a whole range from:
- Can remain for 6 months at a time (exit Russia and return and this period resets)
- Can remain for 6 months out of the year (180 days w in the year)
- Can remain for max 90 days in each 180 day period
4. (A tough one) If I have been using another passport as a dual citizen to enter Russia (French on a work visa), but now want to use my American, do I need to provide additional documentation?
5. I am unsure whether in my case I need to provide additional documents such as insurance, bank statements, photocopies of French passport where I had the visas before. Will including these hurt and annoy them?

Thank you so much!
Three Year Tourist Visa Application Questions

I had a few quick yet long-winded questions in regard to the three year tourist visa process.

First, since the original invitation is ostensibly a single-entry invitation, do I still specify multiple entry on the embassy application form?

Second, in the guide on this site it states that I should, "still specify the intended dates of your travel during the next 3 years." I spoke with someone at ILS who seemed to indicate that this meant I should put the exit date on my visa applications as 3 years minus one day on my application. Is this correct? I suppose in this case it's more "first entry date" and "final exit date" for the whole of the 3 year visa, but I just want to make sure since I know that the application should reflect the original tourist invitation (which, of course, is only for one month).

Third, in a similar vein, for the itinerary that ILS requests do I attempt to list every tentative visit over the next three years, each being no more than 90 days (I can actually do this since, being a student, I'll only be traveling during the summer months) or do I just list the first entry date and then the three years minus one day date with a list of all the cities I'll theoretically be visiting?

Fourth, if I took a day trip to Finland, would that start the you-must-wait-180-days-before-re-entry process, or would I have no problems getting back into Russia?

Last, if my health insurance already has a form of travel insurance included, do I still need separate traveller's insurance?

Thank you ahead of time for helping me clear all this up!
