Do I HAVE to apply for a visa through ILS - Russian Visa Center?

I've been getting conflicting information on applying for the Visa. I do have your guide book, but it's not helping. I found a site that directed me to the Consulate General of Russia in San Francisco to apply for my Visa (I live in Colorado), and their web site says:

"Effective May 2, 2012 all visa applicants have to contact the Russian Visa Center (ILS)."

It says they charge an extra $33 service fee, but the ILS web site shows a service fee of $103.

Can I NOT send my application directly to the SF Consulate General?

You have to go to the Russian Visa Center (ILS) in San Francisco.
Service charge in person is $ 33 ($ 103 by mail).

Thanks for the answer. I finally called ILS yesterday (Seattle--they were open despite the holiday) and I've sent my application to them.
